As usual, you've completely failed to understand me. I'd propose a representative tax orientation spending system where instead of voting for a person, which makes no sense anymore, we'd vote by assigning a portion of our tax money towards programs/goals that we believe in and are furthermore allowed to withdraw a portion of our taxes from programs/goal we do not believe in.
Since people are often so upset about all the tax money they spend, I think those same people would be more inclined to have a say in the way the country is run by deciding where a portion of their money went.

I'd love to see how police, health, education, etc. gets funded in that kind of system.

Be thankful you live in Quebec, though. Our provincial govt actually has the right to opt out of certain federal programs, thanks to our "nation"'s "uniqueness" (in quotation marks, because, well.. Yeah).
