i agree on some points that we pay too much, however look at either the size of the countries or the populations with cheaper airtime rates than us. notice that we have a large land mass to cover with a small population....

i started going to parties when i was 15...the only parties 18+ are at establishments, apart from that the 18+ disclaimer is so that minors don't get all retarded and give the scene/promoter/event unwanted attention. not to say they all do that but experience in partying leads to more responsible behavior in the parts that matter when going out to an all night party, needless to say seeing a bunch of 16 year olds at a party would make me feel older than already do when i go out
