"A number of Damage Risk Criteria and Maximum Permissible Levels were first recommended by individual researchers in the 1960s. These tentative recommendations, supported by limited experimental and survey data, were then taken up by national and international bodies.

For the very high frequencies, 10-20 kHz, the limits were given as one-third-octave band Sound Pressure Levels in the range 75-85 dB, to avoid unpleasant subjective effects in exposed persons; higher noise levels were found to cause annoyance, tinnitus, headaches, fatigue and even nausea.

For ultrasonic components above 20 kHz, the limits were set to avoid hearing damage in the audible (lower) frequencies. One-third-octave band levels of 105-115 dB were observed to produce no temporary hearing loss, and were therefore judged non-hazardous in respect of permanent hearing damage.

Since the introduction of these recommended limits, there have been no reports showing systematic hearing loss trends associated with occupational exposure to very high frequency noise."

Our system is 17 Khz.
Between 10-20 Khz is highly damagable
But a lot of studies have proven that more than 20khz is not damageable
But our system is 17khz

You assume that this is being implemented FOR public safety.

I surmise it is being implemented IN ORDER TO increase youth violence. Create a problem, then offer a solution. That's how you run a government.

montreal metro is still one of my favorite.. i'm actually super happy to take it when i visit!

new york subway used to freak me out so much.. so many people pee and shit everywhere the smell is terrible.. and different messages are constantly playing on the speakers...
" if you see something say something, if you see a suspicious package say something...blabla"...

ok i'm already scared of public shooting can you cut off on the terrorist bs!?! the worse is when there's an "orange alert" and they are conducting random search in the entrance of subway.. like:"open your bags".. this is going against civil rights, it's an intrusion in my private life.. and i was more than piss each time they asked me... but hey who is surprised coming from the us of a! haha ;)

also i think i watched to many times the movie maniac and sometimes at 4am alone in a corridor i was expecting joe spinell turning the corner and chasing me with a axe or something!haha

You assume that the STM is governement when it's actually a corporation.

... Heh, I haven't seen those speakers, but I think there were plans to discourage loitering.
It's still pretty invasive IMHO. And tends to violate a few civil rights.

As for the STM, I believe it's a public corporation, yes.

From the STM website:

Le budget 2007 de la STM s'élève à 880,3 millions de dollars. Il est composé de la façon suivante : 47,3 % proviennent des tarifs perçus des voyageurs; 31,6 % de la contribution municipale; 9,6 % de subventions du gouvernement. Le reste provient de diverses sources dont la contribution de l'AMT.

Heh, didn't look much but couldn't find any info on the actual "legal" status of the STM (or any other similar company). Thing is, they have to follow a shitload of regulations other companies wouldn't, such as Québec's "Loi sur les services essentiels".

I'll have to look into this eventually. It's in my "when I get the chance, which probably means never" pile... With a low priority :)
