More like Hexadecimal as in groups of 16. It's a numeral system with a radix (or base) of 16 and goes as follows: 0-1-2-3-4-5-6-7-8-9-A-B-C-D-E-F. Thus the number 15 has the value "E" when converted from decimal into hexadecimal.

It's hex code. You should assume that each set of two characters makes up 1 byte which can be converted to ascii.

If you wanna do it by hand you can go to [ asciitable.com ] and look up each letter in the "Hx" column.
