They do have a risk, but it's really fairly specifically anal penetration from a man that does it. If you decide to fuck some guy up the ass with a strap-on, that's not the same as if a guy fucks another guy up the ass with his dick.

I dunno what the screening-forms are like for blood donation, but I'm pretty certain that they include things like 'have you gotten a piercing or tattoo recently' or 'do you engage in any high-risk sexual activities'..

But statistically, men having sex with other men is the current #1 cause of AIDS/HIV transmission, and for heterosexual women the risk of getting it comes from sex with 'high risk' partners - men who are bi and have sex with other men, or men who inject drugs.

So, yeah, sure, if they take out the blanket-statement of "gay men" and replace it with "anyone who has been involved in anal sex of any kind", that would be a much better way to word it. But, statistically, gay men are the #1 greatest risk to blood donations.
