The logic behind that is what always gets me. People respond to "fire" for 2 main reasons; because there's a risk that, if it's in an apartment or even the suburbs, the fire could spread to their place and they would potentially get their "things" burned, and because they want to see if anyone got hurt. |

And the fact that there are peoples around, makes it easyer to shift the responsability to someone else. Even if everyone around has the moral responsability to do something...at least call 911. |

And yes mtl is safe for these kinds of things compared to other city, where yelling 'rape' would not only get ppl to run away but get more rapists to join in. |
