Ok but why did they need to tase him ? They were holding him already, WTF ?

Cops were able to arrest people without tasing before, what the fuck gives ? There's nothing worse than a bunch of lazy cops. Hell, they barely make any attempts to run after him. I'm glad he got away, seriously. Bunch of dicks.
I'm feeling skate 2 right now..

God should've tazed the policemen, lightning bolts to the head so people can go "oh dear, what happened ?" and witnesses can go "it doesn't matter". LOL.

if the cop don't tell you what the charges are, they can't legally arrest you, if they do, you can sue them!

US style!

Although they abused their power it's understandable, people ALWAYS try to talk themselves out of it then they explain they don't give a shit, to tell it to a judge.

still cops are obligated to tell you the charges, if they don't do so, they will never win in court.

Nope, anywhere in the US or canada you can be arrested and detained for up to 24 hours before charges are pressed against you.

true, but that's not the issue here; the missconception is that you have to be told WHY you're being arrested when they arrest you, which is not true. They can keep you up to 24 hours without charging you for anything. Hell, if it wasn't for the paperwork, they could just randomly pick up some 90 year old woman and throw her in a cell for 24 hours and then just let her go and the law would support what they did.

a system can only be as perfect as the people enforcing it... no system is perfect, but we are better with the police then without because in general, good people never find themselves in direct confrontation with the police and therefor will never have to experience the violence that is necessary. Don't get me wrong, I hate it as much as anyone, but again, without 'em, we'd be more fucked.
I'm feeling hype right now..

When you are being arrested, you must be told why you are being arrested (of course within acceptable delay; ex. all out brawl). Do not confuse detention with arrest. In this video, the cops say he is being arrested due to a warrant. If you've let unpaid tickets go that far or did something that warranted an arrest, I don't see why you'd merit any compassion from anybody. As for the tazer, we don't know this guy nor his state of mind... he might have been high on PCP or other which makes him pretty much immune to articular controls and pressure points.

As for detention without charge, Screwhead is right about the 24 hour - but the round the clock interrogation is a double sided blade. Here is what happens in England and Whales (applicable also in Canada due to the Common Law, the only thing that differs is the detention delay);

"Where a person is arrested for an offense, they will be taken to a police station. The Custody Officer at that police station must determine whether he has sufficient evidence to charge the detainee for the offense and may keep the detainee in custody until he can make this decision.[4] The Custody Officer has sufficient evidence if he has sufficient evidence to provide a reasonable prospect of conviction.[5] If the Custody Officer determines that he does have sufficient evidence, he must charge the person or release him.[6] If he determines he does not have enough evidence to charge him he must release him unless he has reasonable grounds for believing that his detention without being charged is necessary to secure or preserve evidence relating to an offense for which he is under arrest or to obtain such evidence by questioning him.[7]" Source: [ en.wikipedia.org ]

All in all, the 24 hour Canadian legal detention system is one of the shortest detention in the world when you compare it to other countries such as United Kingdom (28 days), Turkey (7.5 days), Spain (5 days), Norway (3 days), Italy (4 days), France (6 days), Denmark (3 days), Ireland (7 days). Is keeping someone 24 hours for an interview done often in Canada? No, since these measures are only kept for harder crimes such as murder, and even then since there is no chance of convicting someone of a crime that he's been acquitted from, they make sure they have as much evidence on the guy to make sure he's done.
