Some panhandlers making $400 a day: police

The City of Edmonton is moving forward on its crackdown on aggressive panhandlers, a group of about 20 or 30 people who police estimate were responsible for 90 per cent of the complaints they received last year.

"I know of one individual that lives in a high-rise downtown," Edmonton police Insp. Brian Nowlan said Monday. "He makes about $400 a day panhandling, so this is a way of making an income."

Nowlan appeared Monday before the city's community services committee to speak in favour of bylaw amendments that would make it easier for police to ticket aggressive panhandlers.

"This bylaw is aimed at that core group — hardcore professional panhandlers, people that make a living off this," Nowlan said.

On Monday, the city's community services committee recommended sending those amendments to council for consideration.

The amendments come as police look for ways to crack down on aggressive panhandling, a problem they said has gotten worse in the past year.

In 2008, police received 181 complaints about aggressive panhandling, a 118 per cent increase from 2007.

However, under the current bylaws, police have to prove a panhandler is obstructing pedestrian traffic in order to issue a ticket.
Criminal laws called ineffective

Criminal laws don't work well either, Nowlan said.

"They're very difficult to prosecute in the absence of actually witnessing it. The bylaw is the answer," he said.

The amendments would make it illegal for anyone to panhandle in an aggressive manner, including making continual requests or insulting, threatening, coercing, obstructing passage or making physical contact with another person.

Police are proposing a fine of $250, but have suggested the city look at options for people who can't afford to pay it.

"There's ways to make a living in this city and there's ways not to make a living and hopefully this bylaw will deal with those people who are not obeying the law," Mayor Stephen Mandel said.

The committee has also suggested a public education program accompany the bylaw. Members also asked city administration to complete a report on alternative methods of dealing with people who panhandle by April.

Nowlan thinks a fine will be effective, particularly for the $400-a-day downtown panhandler.

"You betcha he's going to be impacted when he gets a $250 summons," Nowlan said. "He'll either relocate or try to get a job."

I call bullshit. How can a guy without a job - even if he IS panhandling and making 400$ a day - be accepted for rent in a downtown condo?
Its a ploy to make people angry and not feel guilty to yet again prosecute the poor.

I mean... why not a fine for people that GIVE money to them? hmm? why fine ONLY the poor? (cause you just know they're gonna abuse this bylaw to prosecute ALL panhandlers).

While at Dawson I was talking to a guy who was on welfare and panhandled during the day, he'd make about $140/day panhandling plus he'd get his UI check.. he was basically making twice as much money as I was, and I had a legit job at the time working at a movie theater.

Panhandler's really do make a lot of money.

If you want to help the homeless, donate to charities, don't give money to people on the street, it wont help them at all.

I worked at McDonalds at 640 St Catherine West... There was always a guy outside asking for food and money... He was there every day, that was his spot... Once day he invited me to walk home with him since we walked the same way. He lived in one of the Condo Apartement Complexes on PEEL street. Needless to say, those places cost minimum 1500$/month and have security and everything; not to mention he lived on one of the upper floors. I could not believe it. He told me he makes between 200 and 400 a day depending on how nice it was outside and how long he wanted to stay in his spot for. He worked there 7 days a week. His friends were the people who passed by all the time, every day, most at the same time. He would have a quick chat with them and get 2-5$ from each one. The same people gave him money every day. I always gave him food and not money. Still, that's a lot of tax free money to be making.

When my sister came to visit me, she said she saw the exact same homeless guy in Toronto as she did in Vancouver. It turns out he flew to vancouver in the winter cuz it was warmer. And then went to toronto in the summer cuz panhandling pays better here.

There used to be this old guy taking the 139 North every day and bumming for tickets. Turns out he owned many stores on Ontario street. Some are just good beggars.

A friend of mine (a punk) used to pass time by panhandling. She'd (easily) pay her show tickets with the money. I would have done it too but I'd be feeling too humiliated.

Yeah, Montreal's getting worse on panhandlers every year.

I used to give them money before but I recall two panhandling stories I experienced earlier in my life.

1 : one day when I was a teen, a very nervous panhandler was asking money to take public transportation back to his place...so I dug out an extra bus ticket from my pocket and gave it to him. He refused it and, talking a mile a minute, offered me some gauche explanation as to why he needed cash instead. I gave him a good hard look and he told me to never mind, furiously scratching his head as he was walking away.

and

2. some panhandling punker downtown screamed at me to fuck off when I told him that the Doc Martens he was wearing could well be worth at least 70$ if he were to pawn them.


So screw it. And not only that but the majority of panhandlers I see are better dressed and shaven than I am, for fuck's sake. If only they TRIED to look homeless.

REAL homeless people in downtown alleys, the ones who actually do live in dumpsters and cardboard boxes, aren't the ones who panhandle. THESE people I got out of my way to offer them money.

Besides, like Neo/Thread said, if you wanna help out, give money to Pops or any local homeless shelter, not to greedy panhandlers who's addictions we're encouraging with our "donations".

There's this one guy that used to be on crutches right outside Champs D'mars metro that I once saw get into a taxi without any difficulty and he just took his crutches and put them in the trunk and then walked back to the rear door with zero difficulty.. I saw him drinking coffee at Deux Maries a few days later and walking around fine.

If only I was the least bit surprised. I can't trust panhandlers anymore. I mean, if you can withstand being outside at -25 all day to panhandle, chances are you're able to get a fucking job.

i give change out sometimes.

One old guy in Toronto who was on Bloor everyday - clearly had very serious obesity and other health problems - had lots of trouble walking. anyway it was December and freezing. he had missed the metro home and was sitting on the sidewalk crying.

I felt bad so I flagged a cab and gave the driver 20 bucks to drive him where ever he needed to go and give the poor guy the change leftover.

that's an exceptional case though.

I can't stand certain panhandlers who interrupt you and invade your space when you are out talking to friends on a terasse

this one guy I see all over Mont Royal and St Denis - old guy with a beard and glasses.. always blows on a kazoo to get attention. a fucking kazoo.

god damn that guy is so annoying.

Seriously though, I found that there are way more hobos out there in the streets now, than 5 or even 2 years ago... They even come up with tricks: this one guy suspended his change-cup above ppl's heads on a fishing rod, so they wouldn't pass it by...

I am not even talking about these cup-holders, rushing towards my car on every intersection downtown, not even miding the -25 cold....

Ha I almost got into a fight with this guy once. It was like 2am next to le social downtown and this guy, fairly well dressed, crossed the street and came right up to me and said,
"Hey man, I don't have any change on me and I really need to get home tonight, you think you could show your girlfriend there how kind hearted you are and spare me a little change?"

I don't give beggars money for the already mentioned reasons so I politely told him I don't really keep change on me. Irony was that I really didn't have any change on me at the time.

The guy looks at me and called me a fucking asshole. Then I looked at his pocket which was kinda bulging and tapped it only to hear change clinging around. I looked at him and basically told him to get a real fucking job and that I hope he'd get murdered in the street. Anyways I took the pussy way out and walked away after that.

But yeah moral of the story don't give beggars money.

Actually wait, once when I first saw someone downtown with a sign that said "Need $ for weed" I actually gave it to the guy. I admired his originality.

i think it really is time to put "panhandelers make X amount of money" to the test.

i've heard all kinds of stuff $200, $400, more

i'm serious,

let's do this in a scientific way.

a bunch of people really should just test it out.

get five people together and assign them each a regular panning spot that people sit in (metro, or street corner or park bench) and get them dressed up shabby and a bit dirty (no shower for a couple of days) get them a sign that says something typical (will work for food) and have them sit there for 6 hours and see what happens.

i would really like to know.

i guess it's possible, $400 a day, for simplicity let's just say that means 400 people give 1 dollar over 6 hours. thats about 65 people every hour (on average) giving 1 dollar. Given that there are places where the foot traffic past you is going to be literally thousands per hour (Think the exit of mount royal) i suppose it's possible.

someone should find out, film it too.
