it's a short read, has some nice graphics and it's a pdf. The Bush Administration was well aware of the potential disaster. But instead of investing in a safeguard of this calamity, ressources were diverting from FEMA to the Homeland Security. Also less money was available cuz of lower income tax and the costly invasion of Irak. |
