Arizona v. Richard Marvin Davis (Mesa, AZ; 8/1)
In 1983, the state of Arizona began offering a "Cannabis and Controlled
Substances Dealer's License" as a lawenforcement tool to hit up dealers for
unpaid taxes. Richard Marvin Davis contends that he can't be prosecuted for
sale and possession of marijuana because he possesses the license and it
entitles him to sell and possess drugs.
