Thread Permissions / Remove Ratings

Coolness: 2603990	As you can maybe see I started work on the thread permissions... Only the author of the thread will be able to give permissions to people for threads. It won't be finished until tomorrow cause I want to start a movie. Also note that I can remove thread permissions from any discussion voiding everything. If you start talking about someone who is banned from the discussion, I will disable the permissions for that thread so the so called person can come in and discuss. For people who have a community, you can now remove the ratings from working on your forums you create. Some can have ratings, and others can not. You choose.

Coolness: 159125	Well, that would actually work if people were allowed to only have one profile per I.P. address. Same goes for communities. Otherwise, this will only start a wave of dummy profiles which Bliss has mastered in the last few months. The whole idea is great but there are easy ways around that, which makes all this coding a bit besides the point. I dunno, just saying.

Coolness: 2603990	One profile per IP does not work, cause people share connections... What it can do is ban all the IPs that a user has used in the past 3 months if that user has been banned... I'll set it up tonight.
