In 1996, the year California voters passed Proposition 19, 21.9% of
high school seniors reported smoking marijuana in the last 30 days.
This year, the figure was 21.4%.
If we actually believe the drug czar's claims about the effects on
teen marijuana use of passing medical marijuana laws, then the logical
conclusion is that such laws have caused a slight decrease in pot use
among teenagers.
