IS BOCK RIGHT OR WRONG

I appreciated Alan Bock's reasoned indictment of California's "three
strikes" law [Commentary,July 19].

The problems he cites-including an increasing and ultimately crushing
financial burden - were accurately predicted by numerous commentators and
opposition groups when this initiative captured the emotions of the
electorate several years ago. With the two-thirds legislative majority
required to void or amend the initiative, it is very difficult to prevent
the damage it will do in the future and impossible to right the wrongs it
has already done. The experience thus far with the "three strikes" law makes
a good case for the thesis that the initiative process is not a good means
for making law and exemplifies how initiative-created laws are inordinately
subject to the law of unintended consequences.

the majority of the voters. Be fair.
