but if you slightly interested on why the world has such a hatred of the U.S.A. or you just want to learn about realpolitik, please read on...

(this is a draft, no correction nor any proofreading was made)

American Imperialism and Haiti

If you've been oblivious on the current events in Haiti, i'll sum it up for ya; A Coup D'Etat just happened. The overthrow of the first democratic government of Haiti perpertrated by another democratic nation, the United States of America. The situation in Haiti exemplefied on how American geopolitic works.

The Arena

Haiti is one of the poorest nation in the Americas. it is in 3rd place in hunger/famine, behind Somalia and Afghanistan. Access to clean purify water is a daily struggle. 5% of the 7.5-8 million population is infected with AIDS. 70% umemployment rate. Substitence farming is the way of life, but there will be no more arable land in 40 years because of soil erosion and deforestation.

Port-au-Prince is Haiti capital with 2.5 million people. Cap-Haitien is the 2nd largest city with 500, 000 people.

The Players

Jean Bertrand Aristide, the "ousted" Haiti president.

This former parish priest studied psychology at state university in Port-au-Prince and earned a master in biblical theology at the Universite de Montreal. In 1990, he was elected President in the first Haiti democratic election. He set up a literacy program and oversaw the reduction of human rights violations.

In 1991, there was a military coup and Aristide lived in exile. Due to public pressure, the U.S. threatened military invasion to the military junta if they didn't returned power to the president. In 1994, Aristide returned to the presidency. The military was dismantled.

In 1997, Jean Bertrand Aristide formed a new political party, the Lavalas Family. In 2000, the party won the majority in the parliment, and Aristide gets re-elected. In the last few days, world goverments urged the president to leave to avoid bloodshed. Aristide signed a paper denoting he relinquished power and now is in exiled in Central Africa Republic.

The dogs of war.

Guy Philippe is one of the rebel leader of National Resistance Front to Liberate Haiti (or the "Cannibal Army"). The rebels are mainly composed of ex-military personnels, former members of the CIA funded death squad FRAPH, and all around thugs. The death squad FRAPH was behind the military coup in 1991 which was responsable for more than 5, 000 murders. Emmanuel "Toto" Constant was the organiser behind the death squad. He was on the CIA paidroll.

Mentioned previously, the U.S. intervened after the coup d'etat. The Clinton administration send retired chairman of the Joint Chiefs of Staff Colin Powell. Colin Powell didn't negociated anything, what he did was reigning the dogs of war. Many got refuge in the neighbouring state of Dominican Republic free of criminal prosecution. Constant makes a living as a real estate agent in Brooklyn. As of this writing, Guy Philippe declared himself Commandant General and wants the provisional goverment to reinstated the Haiti army. This guy might be a thorn to American Imperialism in the future.

"Democratic Convergence", the opposition.

The Democratic Convergence is a coalition of defeated political parties. Because of Haiti's constitution, that one could not hold office for consecutive terms, the opposition parties never recongnized the legitimacy of Aristide second election. A couple of the main parties in the Democratic Convergence are members of the Socialist (social democrat) International. Being "friends", French Socialist Party influenced the European Union to reallocated the 100 million hundered euros to the civil society organisations of to the Haiti central goverment. Some of the civil society organisations are run by members of the opposition political parties. The Democratic Convergence are negociating with the para-military rebel group leader, Guy Phillipe.

The United States of America, the puppetmasters.

The United States goverment is the patron of the Democratic Convergence. It has funnel millions of U.S. tax dollars through the "Democracy Enhancement" program from USAID, USA Agency for International Development. The USAID money also funded the FRAPH death squad. It was under the International Republican Institute's National Endowment for Democracy (a Reagan Administration program), that the Democratic Convergence was created.
The U.S. foreign policy in Latin America is dictated by a few hardline policymakers; mostly by Assistant Secretary of State Roger Noriega, Special Presidential Envoy Otto Reich, and right wing republican, former Senator Jesse Helms. These guys, we would considered extremists.

The Stakes

In 1994, when the United States helped Jean Bertrand Aristide return to his presidency, they expected return favours. The U.S. goverment wanted Haiti to open it's market to U.S. goods. In addition, they pressure Haiti to sell state owned enterprises such as telephone utility, the electricity utility, the harbor, the airport , et cetera..., to private corporations. This privatization would be an aquisition by U.S. multinationals in partnership with some of haitian elite. The Haiti people calls this kind of economic policy the "death plan". President Aristide didn't waver to U.S. pressure and resisted globalization.

The recent events

The people of Haiti, especially the middle class, due to the increase political violence, were alienated from the Lavalas Party and President Aristide. This is the perfect atmosphere to attempt a coup d'etat. The Cannibal Army or the Artibonite Resistance Front, composed of former FRAPH death squads members, began assaulting and occupying several key towns. The dogs of war were let loose.

Secretary Powell, and Roger Noriega, the Assistant Secretary of State for Western Hemisphere Affairs, played the waiting game. The U.S. would not protect a democracy elected goverment from a military junta. Why would they? The U.S. state department are responsible for this deplorable situation in the first place. Secretary Powell "suggested" to Aristide to step down from power.

Also, he implied that there will chaos and disorder if he stayed in the country, that the United States will not help him to defend against the rebels. The U.S. Marines "escorted" president Aristide and his wife outside the country.

Realpolitik

This is how United States of America operates its foreign policy.

If a foreign goverement is not friendly towards the U.S., they will support a small group of dissidents until the goverment is overthrown no matter if it is a dictatorship or a democracy.

Remembered that Saddam Hussein had helped from the CIA to lead the Bath party to replaced the Irak Theologian Muslim goverment. The CIA then went again in Irak to train the Kurds to overthrow Saddam Hussein, but that plan never got executed because of the first Gulf War. During the 80's with the Soviet Union version of Vietnam, the Red Army try to occupy Afghanistan. The Afghanistan tribes resisted the Soviets with the aids of a few CIA agents (who trained them on guerilla fighting) and weapons were supply by the U.S. After the war, the Taliban emerges as the new power and Afghanistan becomes the home of Al-queda.

Starting to see a pattern here?

Now maybe I misread, but there is something thats not explained.

Why would the US invest time/money into Haiti? A very noticable trend in american policy is the lack of interest in things that wont benefit them. What benefit is haiti?

Uncle Sam set up friendly puppet governments to increase influence in the region.

It is about "The Industrial Military Complex"
Puppet goverments opens new markets for U.S. multinationals.

i.e. The vice President, Dick Cheney, is a former CEO (1995-2000), of Halliburton (1995-2000), a company that provided services and products to the gas and oil industries.

A subsidiary of Halliburton, Kellogg Brown and Root, was awarded a contract to extinguish oil well fires in Iraq. Dick Cheney still receives as much as a million dollar from Haliburton as compensation.

the "spoils of wars" is not oil, the "spoils of wars" are multi-millions dollar contracts for the reconstruction of a country.

I doubt Haiti could afford multil million dollar contracts.

there is no war reconstruction contracts for Haiti.

President Aristide didn't want globalization for Haiti. He didn't want Haiti enterprises such as energy concerns to be owned by a U.S. company/multinational.

Maybe the new government will be friendly to the U.S.A.; maybe they won't establish labour laws and it becomes a whole country of sweatshops.
Even poor country gets money in forms of aids and loans from international bodies. Of course, third world countries get into huge debts trying to industrialized themselves.

that's very interesting, but it's really nothing new. The US has been doing it for years, as you pointed out.
But I don't understand this whole thread. Is it just a news flash of current affairs or were you making some point?
