Here's the definition of it from wikepedia

The music sub-genre Eurobeat is closely related to Hi-NRG and disco. It is also very closely related to the Japanese Para Para dance culture. Eurobeat, as the name implies, is a music genre from Europe. Stemming from Italo Disco, it is generally held to have originated in Italy in the late '70s and early '80s. Despite being European in origin, its main market has always been Japan, where its synthetic and emotionally upbeat stylings are popular. Even though many Europeans and Americans have heard Eurodance, Eurobeat is still a largely unknown genre in Europe where other types of music are dominant. Although highly popular in Japan, Eurobeat has become more and more popular in the Western world in the past few years. The anime Initial D, based on the manga by Shuichi Shigeno, uses Eurobeat music regularly in its episodes during racing scenes between the characters, and because of this it has come to the attention of some anime fans outside Japan. Eurobeat's sound is its main link to its italo disco origins, where it was just one of many different experiments in pure-electronic dance. There are certain synth instruments that recur across the entire genre: a sequenced octave bass, distinctive brass and harp sounds, and tight, predictable precussion in the background. These sounds are layered with vocals and natural instruments(guitar and piano are common) into complex, ever-shifting melodies that, at their best, burst with energy.

Well that's the thing, Eurobeat is really hard to mix just because the songs usually start right away and each intro has a completely different synth line that rarely mix into each other. If you were to mix Eurobeat you would have to be extremely highly proficient at mixing, or know how to mix using computers well. Not to mention to get the vinyls that have the extended versions of songs are very hard (and very expensive) to come by.

All that said, Francis doesn't have that many Eurobeat vinyls, and the extended versions he does have on mp3 are usually low quality that wouldn't work for mixing. The onyl way I could see him mixing Eurobeat at a party is if he chose a set in advance and mixed it to death to know exactly what to do when and where. So I'm not saying he couldn't do it, just that it would take a lot more time and effort to prepare for a Eurobeat set than it would for a usual Happy Hardcore set.

Apart form that, I might put this Eurobeat definition on my page since people consistently mistake Eurobeat for Eurodance ;P

mix it from where the kick starts in your headphones, then when beatmatched, start again with the first sound of the intro as your *1* and boom ! it'll fit in ,...

Pour moi, le mixing de Eurobeat est encore très obscur. J'ai encore jamais entendu de performance enregistrée d'un dj dans un club comme Velfarre, Twin Star ou 9loveJ, la ou on joue du eurobeat plusieures fois par semaines au Japon. Peut-être lorsque j'en saurai plus sur les techniques utilisées la bas, je me lancerai la dedans :P Et pour ce qui est des albums non-stop megamix de eurobeat, tout est travauillé par ordinateur, c'est évident qu'il n'y a rien de manuel la dedans, alors ça n'aide pas. Mais le eurobeat manque terriblement d'exposure... Sur [ rave.ca ] on est seulement qu'une poignée à savoir ce que c'est.

Ya it's easily beatmatchable.
Don't assume it's the same thing for mixing.
For most of the songs the mixing is happening in like 4-5sec. And you gotta know where to put your cue point to have a good combination of synths during those 4secs and stuff. tsé la man cé tuff fek arewte lahhhhh

Ah Eurobeat, the one genre I can think of that is cheesier than Happy Hardcore yet so different =P

For general info on Eurobeat this site is the best. The history section gives a really good overview (much better than wiki's) and most importantly, in that section exaplins the differences between EUROBEAT and EURODANCE (which many people seem to confuse despite the different names). Also if you wander into the forums you'll proabably get confused with what anyone is talking about.
