BOISCLAIR AND DRUG LAWS

When he publicly admitted using cocaine when he was a cabinet
minister in the Quebec government, Andre Boisclair's popularity
increased, giving him a good chance for the top job - the result of
admitting breaking the law.

With Boisclair leading since day one in the race to become leader of
the Parti Quebecois and possibly the next premier of the province, it
makes me wonder: How would any court in Quebec justify prosecuting a
drug offender, whether as a distributor or a user?
