Re: "Do seizure rules trample our rights?" May 19.
Solicitor General Shirley Bond is quoted as saying that the proposed
changes to the civil forfeiture rules are a "reasonable approach to
protecting civil rights while being tough on criminals."
Doesn't one need to actually be convicted of a crime to be considered
a criminal?
