President Clinton looked foolish and weak when he ducked
even a mild rebuke of the Mexican government for its
wretched drugenforcement efforts. The House International
Relations Committee said as much Thursday with a 275 vote
to have the administration decertify Mexico as an ally in
the war on drugs but not invoke any sanctions or
penalties.

The president's own advisers had recommended that
option, but the White House insisted on maintaining the
charade of valued cooperation in the face of wholesale
collusion by Mexican officials with the drug lords.

Mexico and the U.S. share many difficult problems that
include immigration, trade, finance and environmental
concerns. We are too interdependent for the relationship
not to survive an honest expression of frustration and
dismay.

Congress did not expect Clinton to penalize our
neighbor, but it's certainly reasonable to expect him to be
tough and candid enough to admit the obvious.
