GOALS OF UN SESSION ON DRUGS

UNITED NATIONS (AP) -- Here are the major themes and goals of the U.N.
special session on drugs which began Monday:

Precursor Chemicals: Set a target date of 2008 for controls on
``precursors'' -- legal chemicals which can be synthesized into narcotics.

Amphetamines: With an estimated 30 million users worldwide, amphetamines are
the most widely abused synthetic drugs. The session will approve a target
date of 2003 for governments to develop plans for curbing amphetamines with
2008 as the target for a significant reduction in the manufacture,
trafficking and abuse of amphetamines.

Judicial Cooperation: Sets 2003 as the target for governments to take
measures to improve judicial cooperation through such steps as mutual legal
assistance, streamlined extradition procedures and seizure by air and on the
seas.

Money-laundering: Member states will be called on to reaffirm their
commitment to the 1988 convention on money-laundering including seizure and
confiscation of proceeds from the drug trade and set 2003 as the target date
for enabling national legislation.

Drug demand: Sets 2008 as the target for national programs to reduce demand
through education and expanded treatment.

Elination of illcit crops: Establishes 2008 as the target for a significant
reduction in the illegal cultivation of opium poppies, cannabis and coca
through strengthened law enforcement, eradication and offering farmers
alternative crops.
