I have a couple of peripheral questions about Insite locations.

As I understand it, a junkie can proceed to such a spot without being
hassled by the police. From how far away from the front door is he
afforded such immunity: Twenty feet? 50? Five blocks? A mile? And
what if he changes his mind and turns around? Can he then be busted
for possession of illegal drugs?

From my limited observation of these people, they appear mostly to
be unemployed and unemployable, and they have to pay daily for an
expensive addiction.

I'm assuming they get most of their money illegally. My question is,
if one of them robs me for money to buy drugs, will I be protected by
the police, or can said person argue it's all right because what my
money buys will ultimately be used in a legally condoned Insite location?

These are difficult times to be a member of the police force.
