JUAREZ CAPTAIN ACCUSED IN CARTEL SLAYING

A Juarez police captain and two officers were arrested and accused of
taking part in a slaying on orders of the Juarez drug cartel, federal
officials said Thursday.

Capt. Antonio de Jesus Arzabala Vega and Officers Luis Raul Morales
Martinez and Jose Alfredo Gonzalez Deciga were arrested Wednesday and
taken to Mexico City.

A fourth man, Jorge Luis Murillo Marquez, was also arrested.

Federal police said Arzabala admitted to taking part in kidnappings
and offering protection to La Linea, as the Juarez drug cartel is known.

Arzabala allegedly ordered the two officers to "levantar," or pick
up, a 22-year-old man whose name was not released.

The man was allegedly taken by the officers in their patrol car and
handed over to members of La Linea in the parking lot of the Plaza de
las Americas shopping center in the ProNaF tourist zone, federal
officials said. The kidnapped man was killed.

Arzabala allegedly admitted that a member of La Linea identified only
as "Primo (cousin), Pancho or Comandante" would call him on a cell
phone and order whom the cartel wanted kidnapped.
